					<description><![CDATA[I a former canoe-er of the River and, as a kid, an attendee  at the Procter (Proctor?) Sanctuary day camp, i have a relatively inexpensive scheme for getting more rainfall into the ground to recharge the aquifer. Especially in the upper reaches where all the parking lots are.  But i am shy about presenting the idea to see if it has any value.  Wanna listen?  (i dated myself with the reference to the Proctor Sanctuary, i think.)]]></description>
